Accused Withdraws From Plea Deal in South African Fraud Case

Vusimuzi "Cat" Matlala confirmed in court on 13 July 2026 that he was withdrawing from a plea and sentence agreement with the state. Two co-accused companies also withdrew from the same agreement. The magistrate asked Matlala directly, through his lawyer, whether he declined the recommended sentence and wished to exit the deal.

Matlala confirmed the withdrawal himself, and the two co-accused companies each confirmed the same step.

Matlala had pleaded guilty on 25 June to seven counts of fraud, corruption and money laundering tied to a R360 million tender awarded to his company, Medicare24 Tshwane District. An earlier agreement called for an effective eight-year sentence in exchange for testimony against other suspects.

The magistrate rejected that sentence on 1 July as too lenient and set a 12-year term as the revised recommendation. The 13 July hearing was the deadline for accepting or rejecting the revised term.

With the plea agreement declared null and void, prosecutors stated they will not be able to use Matlala's affidavit implicating other suspects. The case now proceeds to a full trial based on independently gathered evidence. Matlala remains in custody. The matter is scheduled to return to court on 11 September 2026.
