More than 100,000 people in England and Wales receive Personal Independence Payments with ADHD listed as their main condition, according to the latest government figures. That total marks a 40% increase since Labour took office in July 2024. Total PIP claims across England and Wales now stand at 4 million, up from 3.6 million when the government changed hands.
The rise of roughly 400,000 continues a trend that began before 2024. The number of ADHD-specific PIP claimants reached around 100,000 by April, compared with about 70,000 in July 2024. Just over half of those claimants are aged 16 to 24.
The share of all PIP claims linked to ADHD, autism, depression or anxiety rose from 16.5% in 2020 to 24% in 2026. PIP, introduced in 2013 to replace Disability Living Allowance, pays between £1,580 and £10,120 a year depending on assessed need. The total bill for working-age sickness and disability benefits reached £58 billion in 2025.
The Office for Budget Responsibility projects the figure will climb to £78 billion by 2030. Andy Burnham, expected to become prime minister within weeks, has said he wants to reduce the benefits bill by moving more people into work. An interim report by Disability Minister Sir Stephen Timms described the current PIP system as "not fit for purpose" and called for a full overhaul of assessments.
A government spokesperson said the administration inherited a broken welfare system and is fixing it through measures expected to save nearly £2 billion by the end of the decade, while the Timms Review works with disabled people to make PIP fit and fair.
