Andy Burnham unveiled a decade-long strategy to overhaul the Westminster system and launch a devolution revolution, GB News reported. He currently faces no challengers for the Labour leadership following Sir Keir Starmer's resignation announcement and could enter Downing Street as early as July 20.
Analysis by Guido Fawkes projects that Burnham's policy agenda and inherited financial burdens will cost British taxpayers over £250 billion.
The single largest expense is bringing water companies into public ownership, estimated by Whitehall at £100 billion. His proposed council house construction programme would build 40,000 new homes each year at an annual cost of between £8 billion and £13 billion.
Burnham is reportedly considering reversing Rachel Reeves's National Insurance Contributions tax changes, which would cost taxpayers between £16 billion and £25 billion every year.
Restoring bus fare caps is estimated to cost between £150 million and £250 million per year. Sir Keir Starmer failed to inform Burnham about an additional £4.7 billion requirement in his first Budget for the Defence Investment Plan. During a Reddit AMA on Friday evening, Burnham stated he would not call a general election if he enters Downing Street.
"No. As I said in my speech on Monday, I'm going to work to the 2024 manifesto," he said. He has given only one interview since Starmer announced his departure, speaking to LBC on Thursday. Burnham stated that the commitment to the pensions triple lock in the manifesto stands.
He reaffirmed Labour's 2024 election promises not to raise income tax, VAT or personal national insurance contributions. Tory shadow chancellor Sir Mel Stride warned that Burnham's proposals risk creating a tax bombshell for British households. Conservative leader Kemi Badenoch posted on Reddit challenging Burnham to face press questions.
