Argentina Creates Agency to Grant Citizenship to Foreign Investors

Argentina established an Investment Citizenship Programs Agency in July 2025 through Decree 524/2025. The agency sits inside the Ministry of Economy and permits foreign investors to seek citizenship without first living in the country. Fortune reported that the program may allow citizenship through a non-refundable donation of about $500,000 or the purchase of $1 million in zero-coupon government bonds.

Peter Thiel relocated with his family to Buenos Aires earlier in summer 2025, bought a mansion in an exclusive neighborhood, and met with President Javier Milei and senior officials. Argentina has a population of more than 40 million and conducts roughly $22 billion in annual trade with the European Union.

A survey of 1,800 Americans commissioned by Apex Capital Partners found that 61 percent would consider leaving the United States within five years.

Henley & Partners expects the program to become operational by the end of 2025 and already holds clients prepared to apply. Argentine citizenship would provide visa-free travel to many countries and settlement rights across the nine-nation Mercosur bloc, including Brazil, Colombia, and Ecuador.
