Border Czar Tom Homan announced on July 19, 2026, that an ICE surge is coming to New York City. ” He declined to provide timing or locations, stating that well-funded groups would try to impede operations and that officials would not give them advance notice. Homan said Mayor Zohran Mamdani can maintain his position but that it will not stop ICE from carrying out its duties.
“That’s called the rule of law,” Homan stated. ” Mamdani told the New York Times on July 18 that the city would not participate in civil immigration enforcement with a federal government seeking to deport people for crimes the city would never know about. He also expressed pride in New York’s sanctuary status.
New York state budget legislation signed by Governor Kathy Hochul curtails local law enforcement cooperation with federal immigration officials and prohibits ICE agents from wearing masks during community operations. Homan argued that denial of access to municipal jails removes efficiencies and pushes federal teams to conduct more arrests in the community.
Homan noted that ICE is already operating in New York City and across the state.
He linked the planned increase in activity to President Trump’s campaign commitments on border security and deportations.
