Britain debates two-tier policing after Southampton stabbing and Belfast riots

A police body-camera video released in Southampton last week shows officers handcuffing Henry Nowak on suspicion of racist abuse moments after he was stabbed. Nowak, who was white, died within minutes. His attacker, a British man of South Asian descent, was later convicted of murder and sentenced to at least 21 years in prison.

The footage has intensified claims that British police apply different standards to protests involving migration versus those supporting Palestinian causes or Black Lives Matter. Critics cite earlier decisions not to investigate South Asian grooming gangs in the 1990s and 2010s for fear of appearing culturally insensitive.

Data on police encounters Government statistics show that Black and minority ethnic people in Britain are more likely than white Britons to be stopped and searched or to experience police force. Criminologists say these figures contradict the two-tier policing narrative.

Historical context and reform An official inquiry into the 1993 murder of Black teenager Stephen Lawrence found institutional racism in the Metropolitan Police. Solat Chaudhry, founder of the National Centre for Diversity and a former officer, said class-based disparities affect policing more than race.
