The report stated that Spears took 15 seconds to respond to commands to pull over and that officers detected the odor of alcohol when she lowered her window. She remained in the vehicle and argued with officers for about 10 minutes before exiting.

Once outside the car, the reporting officer observed that Spears appeared unsteady on her feet and spoke with rapid, slurred speech. The officer also recorded "dramatic mood swings" and noted that Spears occasionally used a British accent during the encounter.
