BSP Governor Tops List of Highest Paid Philippine Government Officials in 2025
BSP Governor Eli Remolona Jr. received gross annual compensation of P52.77 million in 2025, the highest among government officials. Fifteen of the top 20 highest-paid officials are from the Bangko Sentral ng Pilipinas, according to a review of the Commission on Audit report. The figures cover salaries across 1,003 government agencies and do not include additional allowances or non-cash benefits.
BSP Governor Eli Remolona Jr. received a gross annual compensation of P52.76 million in 2025, placing him at the top of the list of highest-paid government officials. Fifteen of the top 20 officials on the list are from the Bangko Sentral ng Pilipinas.
The ranking comes from a review of the 2025 Commission on Audit report on salaries and allowances, which covers 1,003 government agencies including 129 government-owned and controlled corporations.
Top 20 List The second-highest earner is BSP Deputy Governor Elmore Capule at P36.02 million. This is followed by BSP Senior Assistant Governor Johnny Noe Ravalo with P30.59 million and BSP Senior Assistant Governor Edna Villa with P30.52 million. Other BSP Monetary Board members and deputy governors fill most of the remaining positions in the top 10.
These include Benjamin Diokno at P30.20 million, Romeo Bernardo at P30.08 million, Rosalia De Leon at P29.99 million, Jose Querubin at P29.92 million, Walter Wassmer at P29.85 million, and Chuchi Fonacier at P27.72 million.
Outside the BSP, the highest-paid official is OSG Solicitor General Menardo Guevarra of the Office of the Solicitor General, who received P22.63 million. DBP President and CEO Michael De Jesus of the Development Bank of the Philippines follows with P18.63 million.
Supreme Court Chief Justice Alexander Gesmundo received P17.43 million. GSIS President and General Manager Jose Arnulfo Veloso earned P15.16 million, while Pagcor Senior Vice President Raul Villanueva received P14.77 million. The remainder of the list consists of additional BSP officials with compensation ranging from P14.59 million to P16.35 million.
