Business and civil society groups urge Senate to assess virtual participation rules

A coalition of business organizations, foreign chambers, and civil society groups urged the Senate to halt moves toward virtual participation until constitutional and institutional implications are assessed. The Justice Reform Initiative, which includes the Management Association of the Philippines, stated that Senate rules on attendance, quorum, and voting serve as structural safeguards for the chamber's legitimacy.

The group said remote participation could affect the visibility of each senator's vote during open deliberation.

Impeachment context The Justice Reform Initiative noted that any rule changes affecting impeachment proceedings cannot be made through regular plenary amendments. The group added that attempts to circumvent the constitutional framework governing impeachment violate that framework.

The statement also said Senate rules cannot compel external authorities, including domestic courts or international bodies, to allow detained individuals to participate remotely.

Senate session developments Minority bloc members walked out of the plenary session on Tuesday, May 26, after a motion to allow online attendance at plenary sessions. The motion followed the reappearance of one senator who had been absent. The Justice Reform Initiative said changes to Senate rules must follow proper process rather than arise from individual circumstances.

The group stated that procedures unable to withstand scrutiny should not be adopted.
