Cal State System to Review Transition Plan for Outgoing President After $12 Million Settlement

The settlement resolves claims that Weber and Rogers faced retaliation after raising concerns about pay disparities and workplace conditions. The university has denied any wrongdoing.

The Board of Trustees will examine Morales' transition plan at its Wednesday meeting. The board will also consider a recommendation from Chancellor Mildred Garcia to grant him the title of president emeritus. Morales received $655,626 in compensation in 2024.

Weber and Rogers submitted a public comment urging the board to review Morales' record before approving the plan. Morales resigned at the end of the academic year and is eligible for an executive transition package that allows him to continue as faculty.

served as associate vice president and vice provost for academic affairs at the main campus starting in 2017. Rogers was associate dean at the Palm Desert campus beginning in 2019. The complaint stated that after the two women raised pay equity and harassment concerns during the 2021-22 academic year, Rogers resigned under pressure and Weber was terminated.

A 2016 employee survey found more than 60 percent of San Bernardino campus staff believed the work environment had worsened under Morales. A 2017 faculty senate resolution expressed lack of confidence in Morales, citing an atmosphere of toxicity, fear, and distrust.

Weber and Rogers alleged that Morales routinely shouted at, criticized, and set higher standards for female employees than for male employees.
