California holds congressional primaries on Tuesday that will serve as the first test of a Democratic redistricting plan. The plan was approved by voters to offset Republican gains in Texas. The state suspended its independent redistricting commission and allowed party leaders to draw new lines. Democrats say the new map could add up to five House seats for their party.

One redrawn district in the San Diego suburbs now leans slightly Democratic. Nine Democrats and two Republicans are competing for the open seat. Under the state's top-two primary system, a split among Democratic candidates could leave two Republicans advancing to November.

A former Obama administration official running in the race said a Democratic exclusion from the general election would be a setback after the party's redistricting investment.

In the Central Valley, Democrats redrew a district held by Republican Rep. David Valadao to increase its Democratic lean. The primary will select which Democrat faces Valadao in the fall. Other primaries will decide nominees in districts held by Rep.

Doris Matsui, Rep. Brad Sherman, and Rep. Mike Thompson. Six Democrats and two Republicans are also running for a San Francisco-area seat vacated by Rep. Eric Swalwell.

Republican Contests Two Republican incumbents, Rep. Ken Calvert and Rep.

Young Kim, were placed in the same district and will face each other. Rep. Kevin Kiley is running in a newly drawn district that leans Democratic.
