Launch costs are based on $500 per kilogram using next-generation heavy-lift rockets such as SpaceX Starship. Even at that reduced rate, launch expenses account for less than 5 percent of the total cost for the space-based layer. The size of the constellation is driven by the requirement to maintain sufficient interceptors in position over potential intercontinental ballistic missile launch locations given the characteristics of low Earth orbit motion.

The Trump administration has most recently estimated the cost of Golden Dome's objective architecture at approximately $185 billion. Last year, President Trump stated the system would cost $175 billion and could be fielded in less than three years. CBO noted that the Department of Defense's stated costs appear to cover a shorter timeframe and may reflect a more limited scope or reliance on other budget accounts.

CBO's analysis is based on the defensive systems and capabilities called for in the January 2025 executive order. The Department of Defense's implementation of the order, now called the Golden Dome for America, remains in early stages. Specific details about the final architecture have not been released.
