Colombian Man Shot Dead by ICE Agents in Maine During Vehicle Stop

Joan Sebastian Guerrero, a 26-year-old Colombian national, was fatally shot by federal agents on the morning of July 13, 2026, in Biddeford, Maine, Le Monde reported. The incident occurred during a targeted surveillance operation on another individual.

The Department of Homeland Security stated that agents were monitoring the last known address of an illegal alien subject to a final removal order.

When a vehicle left the residence, agents attempted a stop. The vehicle fled, and an officer fired, citing public safety concerns. DHS issued the account on social media more than 12 hours after the shooting.

Markwayne Mullin, secretary of homeland security, initially told Senator Angus King that the victim had been subject to an arrest warrant and removal order. Mullin later retracted the statement, confirming that Guerrero was not the subject of any proceedings. Guerrero was married and the father of a young daughter.

He held a work permit and a Social Security number, according to the Portland Press Herald via migrants' rights advocates. Protesters opposed to ICE held a vigil for him in Biddeford the same day. The shooting followed a similar incident on July 7 in Houston, Texas, in which Lorenzo Salgado Araujo was killed by ICE under comparable circumstances, Le Monde reported.

The events took place in the early morning hours in the coastal city near Portland.
