A Cuban energy official said the country has completely run out of diesel and fuel oil. The announcement came as residents across multiple cities face extended power outages.

Havana have been using phones for light while playing dominoes outdoors. Some neighborhoods have seen small fires set during protests over the outages. Families are turning to alternative cooking methods. Some install solar panels while others use charcoal or wood fires indoors.

Water distribution has been affected because fuel shortages limit pumping capacity. Residents have gathered around tanker trucks to collect water in buckets. Garbage collection has also slowed. Fewer trucks are operating, leading to larger piles of uncollected refuse in some areas.

Transportation has changed as well. Some residents have loaded bicycles and motorcycles onto public buses to cross the Bay Tunnel in Havana.
