One neighbor said windows in her apartment were blown out. Firefighters contained the fire and used a drone to search the debris for victims, Russ said.
Four people were taken to hospitals, though their conditions were not released.
At a Thursday afternoon briefing, Russ said it was unknown how many possible fatalities there may be. Dallas Mayor Eric Johnson noted it was the first day of summer vacation for Dallas Independent School District students and asked residents to pray for those affected.
