U.S. defense intelligence assessment reported that deactivation of thousands of unauthorized Starlink terminals used by Russian forces in February contributed to a temporary loss of communications in frontline areas. S. European Command, stated that Russian units had obtained the terminals through shadow supply networks to bypass sanctions.

Ukrainian officials, working with SpaceX, applied geographic restrictions that disabled the devices operating inside the combat zone.

The document said the loss of the terminals left some Russian units without reliable links for coordinating movements and drone operations. Russian forces also faced restrictions on Telegram use at the same time. Ukrainian forces then advanced and retook about 400 square kilometers, marking their first territorial gains since 2023.

The assessment noted that Russia retained overall advantages in manpower and firepower. It added that SpaceX has maintained a policy of barring Russian users from Starlink under sanctions rules.
