Democratic Group Identifies 13 States as Redistricting Targets
The Democratic Legislative Campaign Committee released a memo Tuesday naming 13 states where it plans to seek legislative majorities ahead of future redistricting. The list includes six core battlegrounds and seven additional states where Democrats already hold or seek stronger margins.

The memo lists Arizona, Michigan, Minnesota, New Hampshire, Pennsylvania and Wisconsin as core battlegrounds.
Democrats currently hold narrow majorities in the Michigan State Senate, Minnesota State Senate and Pennsylvania State House.
Washington are listed as states where Democrats already hold majorities and would need supermajorities to enact redistricting changes. Colorado, Maryland, New York and New Jersey are identified as states where existing Democratic majorities may allow easier influence over maps.
The memo also names 36 other states where Democrats could gain seats. It states that control of state legislatures will affect congressional and state maps for the 2028 and 2030 cycles.
Texas approved a mid-cycle congressional map last year after encouragement from President Donald Trump. California Democrats responded with their own map. The Supreme Court in May rejected Virginia's effort to restore a map that would have given Democrats a chance at four additional House seats.
Republicans project gains of up to 15 House seats from new districts in eight states. Democrats project gains of up to six seats from new districts in California and Utah. An April YouGov/Economist poll found 71 percent of Americans believe partisan gerrymandering should not be allowed.
