The Department of Homeland Security said Immigration and Customs Enforcement has no current contract or relationship with Paragon Solutions or its acquirer. DHS issued the statement after questions arose about a contract that ICE first signed in 2024 and reactivated in August 2025. A federal procurement notice shows the contract was closed on January 20.

In an April 1 letter, ICE's then-acting Director Todd Lyons stated he had approved Homeland Security Investigations' use of a commercial spyware tool. Lyons wrote that the tool addressed encrypted communications used by foreign terrorist organizations and fentanyl traffickers, and that its use complied with the 2023 executive order.

DHS declined to confirm or deny whether the tool referenced by Lyons is still in use or whether ICE has turned to another vendor.

Bravo, an attorney with the Electronic Privacy Information Center, said the termination statement was promising but called for clearer language. Julie Mao of Just Futures Law, which is seeking contract records through a Freedom of Information Act lawsuit, described the statements as incomplete and asked which company and tool ICE currently uses.
