BOSTON — A Dominican national unlawfully residing in Boston pleaded guilty Thursday in U.S. District Court here to federal charges of SNAP fraud and Social Security fraud.

The defendant admitted to illegally obtaining Supplemental Nutrition Assistance Program benefits and Social Security payments by misrepresenting his immigration status and eligibility. SNAP, administered by the U.S. Department of Agriculture, provides food-purchase assistance to more than 41 million low-income individuals nationwide.

Social Security delivers retirement, disability and survivor benefits funded through payroll taxes.

The plea changes the defendant's legal status from charged to convicted on both counts. Sentencing has not yet been scheduled. Under federal sentencing guidelines, the convictions carry potential prison time, supervised release, and orders of restitution for any benefits improperly received.

Downstream, the guilty plea requires the U.S. Attorney’s Office for the District of Massachusetts to calculate exact loss amounts for restitution. Immigration and Customs Enforcement can now move forward with removal proceedings once the criminal case concludes.

The case also supplies data points for the Department of Homeland Security’s ongoing tracking of benefit fraud by non-citizens, which can trigger expanded eligibility checks by the Social Security Administration and state SNAP administrators.

This marks the latest federal prosecution of an unlawfully present individual for public-benefits fraud in the District of Massachusetts. The Department of Justice has pursued similar cases under statutes criminalizing false statements to obtain federal benefits and misuse of Social Security numbers.

The plea was announced by the U.S. Attorney’s Office for the District of Massachusetts.
