Driver with Genetic Eye Disorder Jailed for Killing Pedestrian
A 56-year-old motorist was sentenced to six years and 10 months in prison and banned from driving for life after he struck and killed an 84-year-old woman in Pengam, Wales. A 56-year-old driver was sentenced to six years and 10 months in prison and banned from driving for life at Newport Crown Court after causing the death of an 84-year-old pedestrian. Andrew Perry, from Glan-y-Nant, admitted causing death by dangerous driving in connection with a collision on February 22, 2024, in Commercial Street, Pengam.
The victim, Gaynor James, was crossing the road on her way to church when she was struck by Perry's red Ford Focus.
Police said Perry had been diagnosed with Stargardt disease in 2001 and had lived with the degenerative eye condition for more than 23 years. The disease affects central vision and is a notifiable condition that must be reported to the DVLA when vision falls below legal driving standards.
Police said Perry failed a roadside eyesight test after the collision and stated he could not read or write. He pleaded guilty based on evidence gathered by officers.
Stargardt disease is an inherited condition that affects the retina in both eyes and causes progressive loss of central vision. Guide Dogs UK stated that failing to inform the DVLA of deteriorating vision can result in fines of up to £1,000 and prosecution if an accident occurs.
James's daughters, Rhian Brooke and Cerys Phillips, said their mother is remembered and loved by her family, friends, and community. They recalled her kindness and caring nature. Gwent Police warned drivers that they bear personal responsibility for ensuring their eyesight meets legal standards for driving.
