Of the 14 inland river sites previously designated in England, only two are rated acceptable by the Environment Agency. The remaining 12 sites are classified as poor and unfit for swimming. Officials have gained additional powers to block executive bonuses and, in extreme cases, to jail water company executives.
Water companies have prioritized dividends over infrastructure investment in recent decades. The industry regulator Ofwat focused on limiting water bills rather than requiring system upgrades. Upgrades to sewerage systems are now planned. Rowers, swimmers and surfers have reported illnesses, and fish and wildlife populations are below normal levels.
