Report on England and Wales Police Leadership Calls for Recruitment and Training Overhaul

A report to be published Monday concludes there are significant causes for concern in police leadership across England and Wales and calls for a fundamental overhaul. The review, commissioned by the College of Policing, was co-authored by former home secretary Lord Blunkett and former Conservative policing minister Lord Herbert.
Lord Blunkett told the BBC the police service in England and Wales is not good enough.
He said leadership needs an ethical reset and that morale and motivation among many officers require attention. The report recommends root and branch modernisation of recruitment, development and monitoring. None of the 43 forces received an outstanding grade for leadership in the most recent inspection round.
Almost a third were rated as needing improvement and two were rated inadequate. Lord Blunkett said eight former or serving chief constables are under disciplinary action or awaiting results. The report highlights challenges including scarcity of resources, excessive paperwork and officers demotivated by risk-averse leadership cultures.
Lord Blunkett said the findings show no room for culture wars or woke approaches in policing. The College of Policing said the review was commissioned to help the service respond to evolving threats and meet government targets amid declining public confidence.
