Officials proposed barring entry to the bloc for anyone who has served in the Russian armed forces since the start of the war. The entry prohibition would apply to roughly 1.5 million Russian military veterans. Officials said the goal is to keep the region off limits for anyone who participated in the invasion.

Scope of the proposed ban Russians submitted more than 670,000 Schengen visa applications in 2025, an increase of nearly 8 percent from the prior year. France, Italy, and Spain received almost three-quarters of those applications. The package maintains a price cap on Russian oil and adds restrictions on cryptocurrency exchanges used to evade sanctions.

It also imposes import limits on certain fish products and a complete ban on others, including cod.

Additional sanctions measures Trade restrictions on Belarus will be aligned to prevent it from serving as a backdoor for Russian goods.

We propose to ban from entry into the EU anyone who has served in the Russian armed forces since the beginning of the war.

They reported inflation near 6 percent and interest rates at 14.5 percent. Russia has failed to subjugate Ukraine, and the price paid is heavier by the day and borne primarily by the Russian people, the statement said.
