EU Leaders Congratulate UK Prime Minister Burnham Ahead of Autumn Summit

European Commission President Ursula von der Leyen and German Chancellor Friedrich Merz offered congratulations to new UK Prime Minister Andy Burnham after his selection as the seventh British leader since the 2016 Brexit referendum. Von der Leyen stated she looked forward to strengthening the EU-UK partnership for continental security and prosperity on both sides of the Channel.

Merz invited Burnham to visit Berlin soon and noted the deep UK-Germany connection.

The autumn EU-UK summit is expected to cover three agreements.

One would reduce paperwork and certification for fresh food exports. A second would link emissions trading systems. A third would create a youth exchange scheme allowing 18- to 30-year-olds to work, study, travel, and volunteer across borders. Talks on the youth mobility agreement remain deadlocked.

EU states view the UK's proposed cap on numbers as too low and object to EU nationals paying the NHS surcharge and higher foreign-student tuition fees.

Burnham appointed Hamish Falconer as Europe minister, replacing Nick Thomas-Symonds. Johnny Reynolds returned as business secretary. The UK and EU had already signed a security and defence pact and an agreement allowing British firms to supply weapons funded by an EU loan for Ukraine.

Burnham faces the same limits on economic negotiations that applied to Starmer. The EU rejected a single market for goods without free movement of people. Member states suggested the UK could join the European Economic Area, which would require accepting free movement and budget payments without voting rights on new rules.
