Investigators identified a structured digital network that used major social media platforms, streaming services, blog-hosting sites and independent websites. Content appeared in Arabic, English, French, Persian, Spanish and Bahasa Indonesia. Material included political messaging mixed with religious martyrdom narratives and AI-generated videos praising the IRGC and calling for retaliation in the name of Iran's late Supreme Leader Ali Khamenei.
Europol stated that the IRGC used hosting providers in multiple jurisdictions, including Russia and the US, to maintain websites despite enforcement actions. Investigators also found evidence that cryptocurrency financed the digital operations.
The EU designated the IRGC as a terrorist organisation on 19 February, providing the legal basis for the online enforcement. Europol said the operation forms part of its broader ProtectEU Internal Security Strategy. Austria, Belgium, Bosnia and Herzegovina, Bulgaria, Czechia, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Italy, the Netherlands, Portugal, Spain, Sweden, Ukraine and the US participated in the operation.
