FATF Removes Algeria From Grey List Less Than Two Years After Adding It
The Financial Action Task Force delisted Algeria after it completed an action plan addressing supervision and sanctions gaps. Algeria had been added to the list in October 2024. Atlantic Council reported the decision followed reforms including new laws and a beneficial ownership registry.

The Financial Action Task Force removed Algeria from its grey list at its June plenary meeting in Paris. Atlantic Council reported the decision came less than twenty months after Algeria was added in October 2024. FATF determined by February 2026 that Algeria had substantially completed its action plan.
An on-site verification visit to Algiers in April 2026 cleared the way for removal. Algeria’s first stint on the grey list ended in 2016 after a five-year effort. ” Algeria’s 2023 mutual evaluation had found weak supervision and limited enforcement across much of the financial system.
Algeria enacted several measures to address the deficiencies. Its 2025 Finance Act banned cash payments for real estate transactions, luxury goods, and insurance premiums. Parliament adopted Law 25-10 to overhaul the 2005 anti-money-laundering framework.
The Bank of Algeria issued Regulation 24-03 to establish a public beneficial-ownership registry and Instruction 04-2025 to codify unified know-your-customer rules. The financial intelligence unit CTRF also received strengthened powers and resources. The European Commission mirrored the FATF grey-list designation for Algeria in June 2025.
A 2021 International Monetary Fund study found capital inflows decline on average by 7.6 percent of GDP when a country is grey listed. The US-Algeria Strategic Dialogue has not convened since October 2023. Atlantic Council reported that the delisting provides an opening for Washington to revive bilateral engagement focused on economic cooperation and countering illicit finance.
