Federal graduate-student borrowing caps take effect July 1, excluding nursing from higher limits set for ten other professions

A federal rule that takes effect July 1 limits graduate nursing students to borrowing $20,500 per year and $100,000 total for their studies. The caps apply to students beginning programs after that date and replace the Grad PLUS program, which had allowed borrowing up to the full cost of attendance without credit checks or repayment analysis.
The One Big Beautiful Bill Act, passed by Congress on a party-line vote in summer 2025, eliminated Grad PLUS for new students after July 1, 2026, and directed the Department of Education to set fixed annual and aggregate limits.
In January the department proposed designating 11 professions for higher caps of $50,000 per year and $200,000 total, excluding graduate nursing. After receiving more than 80,000 public comments, mostly opposing the exclusion, the department published final regulations on May 1 that kept nursing programs under the lower limits.

D. program to teach and conduct research. Her state employer provides education benefits only if she remains employed full time. Greenawalt and her firefighter fiancé plan a fall wedding and would like to start a family, but she said the combined demands make that timing unworkable.
Paul Smith, dean of nursing at Linfield University in Portland, Oregon, said the limits raise concerns about access for students from diverse backgrounds who intend to return to their communities as primary-care providers. Mahlon Mathieson, 32, a nurse from New York City pursuing a doctorate at Columbia University while working as a teaching assistant, said the caps risk widening inequities because students who can afford the degrees may not reflect the populations they serve.
