Prosecutors allege the defendants conspired to supply money, firearms, ammunition, body armor, explosives, drones, medical equipment, communication equipment, personnel, and other services. Some members later moved planning to Signal. On June 5, Proper purchased a shotgun in Ohio.
On June 7, Falkner contacted a person on Instagram seeking a 3D printer for five drone frames. On June 10, police received a call from Proper’s mother about recent firearms purchases and online activity. Officers executed search warrants the next day and found ammunition, tactical clothing, and communications on his phone.
Proper was arrested and admitted to planning the attack during an interview, according to the complaint. Roa quit his job and began traveling to Washington on June 11. On June 12, Rincker drove to Omaha to meet Alvarez, received a 3D printer, and obtained a shotgun and ammunition.
Falkner and Thomas sent money to Roa, who reported car trouble en route. Five men were arrested and charged on June 16. Rincker and Falkner were arrested on June 22. Scaggs, the final defendant, was added later and is alleged to have been assigned as a sniper.
Former federal prosecutor Neama Rahmani told Newsweek the case is unusually strong because of the volume of written communications recovered from the defendants’ accounts. Rahmani noted that prosecutors typically rely on cooperators, surveillance, or wiretaps in conspiracy cases, but here the planning was documented across multiple platforms.
The Department of Justice said Scaggs remained willing to participate after losing contact with Proper and made new arrangements for travel to the event.
