Flash flooding was reported along the I-75/I-85 corridor near downtown, with some areas recording even higher amounts. Live footage showed heavy flash flooding near the I-75/85 corridor, with one of the merge ramps completely inundated. Flooding has already begun in urban areas, with rising water overtopping streets, underpasses and low-lying neighborhoods.
Midtown, Grant Park, Virginia Highland and West End are among the communities facing rapidly worsening conditions.
More than 437,000 people live within the warning area.
The National Weather Service urged people in the path of the flash flooding to move immediately to higher ground. There are 14 hospitals and 55 schools within the warning area. Forecasters warned that additional downpours could worsen the situation as slow-moving storm cells linger over the region.
Officials urged drivers to avoid flooded roadways, stressing that most flood-related deaths occur in vehicles. Residents were asked to report flooding to local emergency services if it can be done safely.
