Police said the car hit the truck without braking and that Brooks was pronounced dead at the scene. Officers have not determined whether he was wearing a seatbelt or what may have distracted him before the impact.
Witnesses reported seeing smoke rising from the car and rushed to the scene. A semi-truck driver at the location attempted to open the car door but found it stuck. The dump truck driver and the semi-truck driver were not injured.
School held its graduation ceremony as scheduled later that day. Students placed a black and red gown over an empty chair and moved their tassels in Brooks' memory. The Florida Highway Patrol is continuing to investigate the cause of the crash.
