Former Land Minister Won Hee-ryong is scheduled to appear for questioning at 10 a.m. on Thursday, July 23, 2026, over a now-scrapped Seoul-Yangpyeong expressway project, Yonhap reported. The special council team issued the notice Saturday.
The project drew scrutiny after allegations that its route was altered to provide financial benefits to the family of now-imprisoned former first lady Kim Keon Hee. The new endpoint lies near land owned by her family. Yonhap reported that the expressway had been one of the largest political issues during the prior administration.
Won served as land minister under then President Yoon Suk Yeol from May 2022 to December 2023. He rejected the allegations at the time and canceled the project. The special council team imposed a travel ban on Won in March 2026 and seized his mobile phone on July 15, 2026.
