France Led Europe in Foreign Investment Projects for Seventh Straight Year
France recorded 852 foreign investment projects in 2025, topping the United Kingdom and Germany according to an EY report. The continent overall saw a 7 percent decline in projects.
Le MondeFrance hosted the largest number of foreign investment projects in Europe in 2025, according to the EY attractiveness barometer published Thursday. The country recorded 852 projects, ahead of the United Kingdom with 730 and Germany with 548. The figures cover 47 European countries including Turkey and total 5,026 projects across the continent.
France maintained its position as Europe's top destination for the seventh consecutive year. The result comes despite criticism from business groups over labor costs, taxes, and administrative procedures. Marc Lhermitte, a partner at EY who oversees the barometer, said the outcome reflects France's market depth, infrastructure quality, and talent pool.
The total number of investment projects in Europe fell 7 percent in 2025. Europe recorded the steepest regional decline worldwide and remains well below the 6,653 projects reached in 2017. Lhermitte said Europe has not yet developed an economic and commercial response to external measures affecting the region. The Choose France summit is scheduled for June 1 at the Château de Versailles.
