The Independent Office for Police Conduct is examining two officers over their arrest and handcuffing of 18-year-old Henry Nowak after he was stabbed in December 2025. Nowak died at the scene while repeatedly telling officers he could not breathe.
The Independent Office for Police Conduct is investigating two Hampshire police officers for potential gross misconduct in the December 2025 death of university student Henry Nowak. Nowak, 18, was stabbed multiple times on December 3 2025 by Vickrum Digwa. The two officers were the first to arrive late that evening.
They arrested and handcuffed Nowak as he lay dying. Nowak repeatedly told the officers he had been stabbed and could not breathe. " The IOPC said the evidence indicates the officers may have breached standards on duties and responsibilities, use of force, and discreditable conduct.
It added that one officer may also have breached the standard on authority, respect and courtesy by appearing to dismiss Nowak's statements. Vickrum Digwa was sentenced to a minimum of 21 years in prison at the start of June 2026. Digwa was not handcuffed during his four days in custody after his arrest on suspicion of murder.
The IOPC publicly confirmed the investigation on or before July 1 2026.
