Hong Kong Advances Overhaul of Decades-Old Sexual Offense Laws

Hong Kong is preparing to overhaul its sexual offense statutes, which date back decades and have produced acquittals when victims froze during assaults. Japan Times reported that the reforms will introduce stricter penalties for sexual crimes. Jessie, a Hong Kong NGO worker, said she froze in panic when an acquaintance sexually assaulted her one summer.

She testified against the man, but the court acquitted him after the defense asked why she had not fought back, bitten, or hit him. Jessie stated that the court did not consider her inability to resist due to fear. Mui, another woman, described years of persistent child sexual abuse she endured as a child.

She spoke on the condition of anonymity in Hong Kong on June 16, 2026. The planned changes have drawn criticism from some advocates who say the reforms do not bar the defense of mistaken belief and do not strengthen protections for children enough.
