The House Ways and Means Committee held a hearing in February titled "Foreign Influence in American Nonprofits: Unmasking Threats from Beijing and Beyond." The hearing examined funding networks and overseas money transfers connected to some nonprofit organizations.
HHS letters to the governors of California and Washington stated there may be connections between CAIR and the Muslim Brotherhood and its Palestinian branch, Hamas. Governors in Texas and Florida designated the Muslim Brotherhood a foreign terrorist organization and a transnational criminal organization in 2025 and took actions against CAIR.
CAIR maintains approximately 30 active offices and chapters across the United States.
The State Department sanctioned ICAP last week, describing it as a front organization for Cuban intelligence. ICAP has hosted American activist delegations since the 1960s, and the National Network on Cuba lists 77 U.S. nonprofit organizations as members.
The ANSWER Coalition lists 14 chapters, the Party for Socialism and Liberation lists 66 chapters, and CODEPINK lists 12 chapters. The network operates The People's Forum in New York City and 23 Liberation Centers that coordinate local activities and support political campaigns.
