House Republicans advance voter-integrity rules via budget reconciliation

House Republicans are advancing a budget bill that includes a version of the SAVE America Act, a voting restrictions measure that President Donald Trump has prioritized. The package totals roughly $100 billion, with up to $10 billion allocated for election-related purposes.

The remainder would offset Pentagon costs tied to Iran war losses and provide $12 billion in farm assistance. Vice President JD Vance told reporters after a Capitol Hill meeting that the legislation would move the voting bill forward while supporting troops and farmers.

Senate opposition emerges Sen.

Thom Tillis, R-North Carolina, said he would refuse to vote for the larger budget bill if it contains SAVE provisions. "It's a waste of time, and it's an exercise in futility," Tillis said.

House timeline and internal divisions House Speaker Mike Johnson aims to pass the budget bill before the chamber leaves for August recess on July 23. Rep. Eric Burlison, R-Missouri, said the current version is insufficient because it relies on grants rather than direct requirements for voter ID and proof of citizenship.

"It's not enough if it's weak language," Burlison said. " Rep. Josh Brecheen, R-Oklahoma, urged the Senate to pass the measure in full. "This package is designed with the U.S. Senate in mind," Brecheen wrote on social media July 16. The compressed schedule leaves little room for negotiations before lawmakers depart for the summer.
