Flores had previously voted in favor of the committee report that became the basis for the plenary vote. He is one of 11 prosecutors selected to present the case before the Senate.
At a joint press conference of the prosecution panel on May 19, Flores was asked about his abstention. He stated there were personal and political reasons for abstaining, but that it was not about the articles of impeachment. Flores added that consultation with his constituents played a factor in his decision.
He said he could not in good conscience vote against the articles because he was present during the committee on justice hearings. "I think it cannot be denied that there are a lot of people in Mindanao who are actually for the Vice President," Flores said.
Flores signed the first impeachment complaint against Vice President Duterte in 2025. The Supreme Court later declared that complaint unconstitutional. Fellow prosecutor Terry Ridon stated that the panel has confidence in Flores's integrity and expertise to serve as a public prosecutor.
Flores will participate in presenting evidence related to Vice President Duterte's unexplained wealth and alleged misuse of confidential funds during the Senate trial.
