House Speaker Mike Johnson Vows Not to Adjourn Early Before Key Votes

House Speaker Mike Johnson said July 20 that the House will not adjourn early before completing votes on a stock trading ban for lawmakers, a stopgap spending measure and the annual defense policy bill, with the chamber facing its final week before August recess.

Johnson aims to advance the GOP-authored stock trading ban, a stopgap funding measure that would keep the government open through the midterm elections, and the defense policy bill for a second time. Republicans also plan to move a $95 billion budget framework that allocates $73 billion for defense and intelligence while funding agriculture and election integrity priorities.

The House Rules Committee is expected to report a rule Monday evening that would set up a procedural vote Tuesday. Johnson can afford no more than three Republican defections on that vote if all members are present. Rep. , said he will vote against the budget framework because it lacks spending offsets and does not include language defunding Planned Parenthood.

He added he remains open to talks with the administration on strengthening SAVE language and stopping abortions by mail. President Donald Trump posted on Truth Social that Republicans should back the budget plan and include as much of the election measure as possible. Sen. , said Congress should remain in session until a short-term funding package and the SAVE America Act reach the president.

Scott noted the House and Senate will not meet again at the same time until September 14 under the current schedule and warned that lawmakers still must pass the SAVE America Act and avoid a government shutdown in October.
