Hull City Sells Two Players, Clearing PSR Overspend Before Deadline

Hull City sold goalkeeper Ivor Pandur to Rangers for £6 million on Tuesday evening and midfielder Aidon Shehu to Panathinaikos for a reported £2.5 million on Wednesday morning. The two deals produced about £7 million in profit under profit and sustainability regulations, clearing the club's £6 million overspend for the period ending 30 June.
Hull City returned to the Premier League after a 1-0 win over Middlesbrough in the Championship play-off final in May.
Promotion carries guaranteed income of about £200 million, yet EFL rules limited Championship clubs to £39 million in losses over three years. The club faced a possible deduction of up to six points if the deficit remained. Pandur, signed from Fortuna Sittard for £1.5 million in January 2024, made 45 Championship appearances and won three player-of-the-year awards in 2024-25.
Shehu, 19 and an Albania Under-21 international, was acquired from Southend United for a small compensation fee two years ago, made no first-team appearances, and ended last season on loan at Scarborough Athletic. The sales removed the threat of sanctions before the accounting period closed. PSR concerns had already blocked new signings.
Activity is expected to increase from Wednesday as the new period begins. The EFL system is being replaced by a squad cost ratio that permits clubs to spend 85 percent of generated income on squads and is assessed annually.
