Iran Proposes 14-Point Plan to End Conflict with US
Iran sent a 14-point plan to the United States through Pakistani intermediaries, demanding non-aggression guarantees, US troop withdrawal, and sanctions removal within 30 days. President Donald Trump stated he will review the proposal but doubts its acceptability. The move comes amid an indefinite ceasefire, ongoing naval blockade, and fast-tracked US arms sales to Middle East allies.
zerohedge.com (News photo)Iran's Tasnim News Agency reported that Tehran submitted a 14-point proposal to the United States through Pakistani mediators on Saturday. The proposal, responding to a U.S. nine-point plan for a two-month ceasefire, calls for non-aggression guarantees, U.S. military withdrawal from areas around Iran, lifting the naval blockade on Iranian ports, release of frozen Iranian assets, compensation payments to Iran, removal of sanctions, ending hostilities on all fronts including Lebanon, and a new management mechanism for the Strait of Hormuz.
According to the agency, Iran specified that these issues must be addressed within 30 days, with an emphasis on transitioning from ceasefire extensions to a permanent end to the war.
Nour News agency stated the proposal was delivered via a Pakistani intermediary.
" The U.S. and Israel initiated operations against Iran on February 28, 2026.
Oil prices have risen since the operations began. Iran attacked and threatened ships in the Strait of Hormuz after February 28, a passage for about 20% of global oil, and maintains control over access. The U.S. imposed a naval blockade on Iranian ports starting April 13 to limit oil exports. A two-week ceasefire began on April 8 and was extended indefinitely.
The 60-day period under the War Powers Act expired on Friday without congressional authorization for ongoing military actions. In a letter to House Speaker Mike Johnson and Senator Chuck Grassley, Trump stated that hostilities with Iran, which started February 28, 2026, have ended.
Acting Attorney General Todd Blanche told NBC's Kristen Welker: "The United States is not currently at war with Iran due to the ceasefire and absence of recent hostilities." Blanche added: "There has been no exchange of fire since almost a month ago," and noted the administration's actions align with precedents under previous presidents.
Secretary of Defense Pete Hegseth testified in a congressional hearing that the ceasefire pauses or stops the 60-day clock under the War Powers Resolution. " Two Pakistani officials reported that the country's prime minister, foreign minister, and army chief are advocating for negotiations and direct U.S.-Iran talks.
Iranian Foreign Minister Abbas Araghchi discussed matters with Oman's Foreign Minister Badr al Busaidi on Sunday. The U.S. State Department announced expedited arms sales exceeding $8 billion to Middle East allies, including air-defense systems for Kuwait and Qatar, laser-guided rockets for Qatar, the UAE, and Israel, and Patriot missiles for Qatar.
Secretary of State Marco Rubio determined an emergency justified bypassing Congress for immediate sales.
In early March, the State Department issued an emergency determination for selling 12,000 bombs to Israel. In late March, Rubio declared an emergency for a multibillion-dollar weapons package to the UAE and Kuwait, plus aircraft and munitions support for Jordan.
A Center for Strategic and International Studies report from April stated U.S. Patriot missile stockpiles were depleted by weeks of conflict with Iran.
Iran's parliament is preparing to approve legislation restricting vessels in the Strait of Hormuz, according to state TV Press TV. The proposed law bans Israeli vessels permanently and requires ships from hostile nations to pay reparations for permits, as stated by Vice Parliamentary Speaker Ali Nikzad.
The Pentagon announced a withdrawal of approximately 5,000 troops from Germany over the next six to 12 months. Trump stated in South Florida on Saturday that the U.S. plans to remove more than the initial 5,000 troops from Germany, which hosts Ramstein Air Base, the headquarters for U.S. air forces in Europe.
" German Defense Minister Boris Pistorius described the withdrawal as foreseeable and a sign that Europe needs greater security responsibility.
Israel and Hezbollah exchanged strikes on Saturday despite a ceasefire declaration in Lebanon, according to statements from both sides. The family and foundation of Narges Mohammadi reported she has not received adequate treatment and her condition has not improved since her transfer from prison to hospital. The Iranian rial depreciated further against the U.S. dollar on Sunday.
The war has contributed to doubled jet fuel prices, leading to the shutdown of Spirit Airlines, as reported by multiple outlets including The Verge and Al Jazeera. Spirit Airlines prepared to cease operations without a government bailout, with passengers affected as of Saturday, according to CBS News and ABC News. European air travel faces threats from a jet fuel shortage, per Semafor.
German-U.S. relations are strained, with Al Jazeera English noting a deepening spat between Trump and the German chancellor. Czech Republic President stated in The Hill: "We are not part of the problem." Polish Prime Minister Donald Tusk warned in GB News that "Nato is disintegrating" following the U.S. troop withdrawal from Germany.
No publicly released evidence has documented recent exchanges of fire between U.S. and Iranian forces since the ceasefire extension. The vessels targeted by Iran in the Strait of Hormuz have not been publicly identified by the U.S. government. Iran's foreign ministry has not commented on the arms sales to Middle East allies as of May 3, 2026.
