The proposal, first reported by Axios, outlines a framework that includes suspension of Iranian nuclear enrichment, lifting of sanctions, and restoring free transit through the Strait of Hormuz.
Many of its terms would be contingent on reaching a final agreement, according to sources briefed on the discussions. A senior member of Iran's parliament dismissed the document as a "wish list" and said parts of the Axios reporting were speculative.
The foreign ministry spokesperson told the Iranian Students' News Agency that Tehran would share its views with Pakistani mediators once the review is complete. "The American proposal is still being reviewed by Iran and after concluding, it will inform the Pakistani side of its opinion," the spokesperson said.
He added that Iran has agreed to never have a nuclear weapon "among other things," a statement Tehran has not confirmed. " He said Operation Epic Fury, the initial US-Israeli offensive, would end if Iran meets the agreed terms. The Strait of Hormuz, through which 20 percent of the world's oil and liquefied natural gas typically passes, has been effectively blockaded by Iran since late February.
The US imposed its own blockade on Iranian ports and disabled an Iranian-flagged oil tanker in the Gulf of Oman on Wednesday. Trump announced a pause in Project Freedom on Tuesday. The operation was intended to escort stranded ships out of the Gulf.
Iran has not publicly responded to the pause, though the Iranian Revolutionary Guard Corps indicated the strait could reopen with an end to threats. An earlier ceasefire announced in early April ended Iranian drone and missile strikes on Gulf countries, but few vessels have transited the strait since then.
Reuters confirmed aspects of the Axios reporting through two sources briefed on the mediation, though the proposal has not been publicly released.
Iran's nuclear program is a key sticking point. The US memo would establish a framework for future talks on the issue, one source familiar with the discussions told NewsNation. Iranian state-affiliated outlets stressed that current talks focus on ending the war rather than the nuclear question directly.
Officials described some elements of the US plan as unrealistic. Trump has repeatedly stated that Iran wants to make a deal. "They want to make a deal. The mediation effort involves sharing Iran's response to the US proposal through Pakistani channels.
The conflict has disrupted global energy flows and raised costs for economies dependent on Gulf oil transit. A US fighter jet fired on an Iranian tanker after Trump publicly touted the peace proposal, though he offered no specifics on expected Iranian concessions beyond the warning of resumed strikes.
