An illegal Israeli outpost established last September next to Umm al-Khair in the occupied West Bank has cut off Palestinian residents from their livestock enclosures and outdoor facilities. The outpost, an extension of the Carmel settlement, sits roughly 20 metres from the home of Salem and Ikhlas al-Hathaleen.

An Israeli court issued an evacuation order for the outpost in October, but the army did not carry it out and the order was later cancelled.
In early July settlers placed barbed wire and playground equipment near the al-Hathaleen family bathroom, after which the army declared the area a closed military zone. Ikhlas al-Hathaleen said the family has reached its livestock enclosure only three times in July. Access was blocked for four consecutive days, permitted once under soldier escort, then blocked again for two days.
The family previously kept 3,000 animals; the total has fallen to about 700 because of restricted grazing. Khalil al-Hathaleen, head of the Umm al-Khair village council, said more than 1,000 olive trees have been cut and 50,000 square metres of agricultural land taken over. Demolition orders have been issued against 14 homes and structures.
He stated that losing land access means losing a way of life that has existed for generations. Hisham al-Sharbati of the Jerusalem Legal Aid and Human Rights Center said the organisation has monitored the area for years and that restrictions on income sources and basic facilities have intensified.
Ahmed al-Hathaleen, 31, has recorded 1,500 video clips and 1,200 photographs of incidents since April 2025.
His 12-year-old nephew Sahm Khalil al-Hathaleen said children in the village want to attend school and play without fear.
