A Madison, New Jersey man was charged with assaulting federal officers after allegedly kicking and biting Immigration and Customs Enforcement personnel outside the Delaney Hall detention center in Newark. The Justice Department said the incident occurred Thursday night during a protest that blocked officers from performing their duties.

The man faces up to 20 years in prison and a $250,000 fine if convicted.

The same individual was previously investigated after the National Center for Missing and Exploited Children received a tip in September 2018 about suspected child pornography uploaded via Skype. Investigators linked seven digital images to an IP address connected to the man, then a 19-year-old student at Kutztown University.

Authorities later recovered additional suspected child pornography files from a laptop and iPhone in his dorm room. Second-degree felony charges were filed in March 2019. He was released on $25,000 bail and later pleaded guilty in 2021 to a reduced third-degree felony count of criminal use of a communication facility.

The man appeared before Magistrate Judge Cari Fais on Friday.

He was released under location monitoring, a curfew, and a prohibition on returning to Delaney Hall. Protests have continued for several days outside the facility over conditions inside. An attorney listed for the defendant did not respond to a request for comment.
