Kenya Transport Agency Says School Buses Face No Penalties Under New Rules

The National Transport and Safety Authority issued a public notice clarifying that school transport operators and commercial vehicle owners will not face penalties for failing to meet certain new inspection requirements under the 2026 regulations. The notice stated that enforcement of Rule 13 on reflectorised red stop mechanical signal arms and Rule 14 on telematic systems under the Traffic (School Transport) Rules, 2026, has not yet started.
Commercial service vehicle operators will also not be penalized for non-compliance with telematic system requirements under Regulation 9 of the NTSA (Operations of Commercial Vehicles) Regulations, 2026.
Traffic officers were directed not to enforce mandatory inspection requirements against private motor vehicle owners during routine route checks. The clarification followed public concern and online reports that motorists risked penalties for non-compliance with the new rules.
The Authority warned against relying on misleading information circulating online and urged the public to use only official NTSA channels for updates. Details on enforcement timelines for the affected rules will be announced later.
