Prosecutors alleged Kalisa diverted part of a $43,000 allocation for accommodation at Ibom Hotel and Golf Resort in Uyo, Nigeria, while indicating upon return to Kigali that the full amount had been spent.
They further alleged he submitted accommodation costs of $56,320 for one trip when the hotel requested only $26,000 and reported $35,000 in hotel costs for a South Africa trip that witness Desire Niyitanga disputed. Prosecutors also alleged submission of forged invoices, including for the Nigeria trip, and claimed Kalisa said he entrusted part of the payments to a FIFA agent named Kenani.
Kalisa denied all charges and stated he acted in good faith and trusted the FIFA agent.
His lawyer, Emmanuel Bizimana, stated that Kalisa is willing to provide a bail guarantee valued at more than four times the amount allegedly embezzled.
