Landbank and Visa Launch Government Purchase Card with Expense Controls

The Land Bank of the Philippines and Visa launched the Landbank Visa Government Purchase Card on July 21, 2026. The card functions as a customizable credit instrument issued to agency heads and authorized officers, with agencies able to set individual credit limits and restrict use to approved merchant categories including travel, fuel, representation expenses, and low-value purchases.

Landbank executive vice president Marilou Villafranca said the card would reduce the need for employees to request cash advances, spend personal funds, and later file documents for reimbursement.

“This will cut the manual processes or paper-based cash advances as well as liquidation,” she said. ” The accompanying expense management system automatically captures transactions, matches expenses with receipts, facilitates approvals, and produces reports by amount, user, department, and category. Transactions that exceed approved limits can be rejected or flagged.

Visa Philippines country manager Jeffrey Navarro said the system provides the program’s main differentiator. “By providing accurate data, it can allow more financial control and better governance by the implementing institution,” he said. ” The platform is scheduled to become fully operational in the fourth quarter of 2026.

Villafranca said the system could be opened to the Commission on Audit so state auditors can access the same spending data available to agencies. The Bureau of the Treasury is among the first institutions to adopt the Visa-backed version. Landbank’s broader government purchase card program has already enrolled 107 agencies since 2023 and issued 773 cards, mostly to agency heads and senior officers.
