Police spotted the man in the afternoon as he hung the Stars and Stripes. Officers arrested him, removed the flag and evacuated the forecourt along with the second and third floors for a period. The man offered no explanation for his actions or motives, police said.
Colored lights spelling "USA 250" had been displayed on the tower the previous day. The 324-meter structure, unveiled in 1889 by engineer Gustave Eiffel for the World Fair, draws seven million paying visitors each year.
