Public defender Eugene Ohm said Allen was initially on full suicide watch, later downgraded, but still restricted from phone access, legal materials, and personal items including a Bible. Tony Towns, a representative for the District of Columbia Department of Corrections, said the placement stemmed from an ongoing psychiatric evaluation.
Prosecutor Jocelyn Ballantine noted that Allen's initial status was influenced by post-arrest statements, including telling FBI agents he did not expect to survive the attack. Faruqui interpreted this as an expectation of being shot by law enforcement, not suicidal intent.
