Met Police Issues Apology and Pays Settlement After Nine-Year Misconduct Case

Lorraine received a substantial financial settlement from the Metropolitan Police and a formal apology in March 2025 after a nine-year effort to address complaints against former PC Phil Hunter, BBC News reported. She met Hunter during a 2017 welfare visit to her home. Over two years he sent inappropriate messages and tried to isolate her from friends and family.
Hunter retired in 2019 while under investigation for similar conduct with another woman and was found guilty of gross misconduct in 2020. The Met's directorate of professional standards knew of Hunter's prior case yet initially ignored Lorraine's complaints.
A disciplinary panel found him guilty of gross misconduct toward Lorraine in August 2024 after the Independent Office for Police Conduct recommended the hearing.
In March 2025 the Directorate of Professional Standards sent Lorraine a letter apologizing for a series of failings over seven years. It admitted her initial allegations had not been recorded, that decisions may have been influenced by an incorrect belief she had mental health issues, and that victim-blaming had occurred.
Inaccurate information about her was shared and defamatory material reached her GP.
In October 2025 the IOPC partially upheld a review of the Met's handling and found the service she received unacceptable in some instances. It took no further action due to time passed and lack of evidence. An IOPC spokesperson said written apologies and acknowledgements from senior officers constituted a reasonable outcome.
