The two are scheduled to debate on Tuesday. A person familiar with the decision said the largest factor was recent outside spending that boosted Stevens.
The American Israel Public Affairs Committee has spent millions on ads supporting Stevens, leaving both McMorrow and El-Sayed at a financial disadvantage.
